Executive Summary of the Project
 
The Title of the project " Leather sector development in Gujarat " it self indicates that the area of the operation shall be Gujarat as a whole.

The first stage of the project is of diagnostic study of working cooperatives societies engaged in the leather sector. This first and foremost step shall be carried out by GRIMCO and this will finalised the selection of leather cooperative societies having 80 percent members fall under BPL and thereby cluster areas of the districts of Gujarat. After finalisation of selection of cooperative society , 2 members of each society shall be selected for technical training at a anyone Institute viz. CLRI, FDDI , CFTI or NID. ( All are Government Institutes )
Thereafter the shall get entrepreneurship development training either at EDI or CED.

It is proposed to implement the second step of the project i.e. trainings with the help of following Institutions.

 
  1. Central Leather Research Institute, (CLRI) Chennai
  2. Footwear design & Development Institute (FDDI) , Noida
  3. National Institute of Design ( NID) , Ahmedabad
  4. Central Footwear Training Institute , (CFTI ) , Chennai
  5. Entrepreneurship Development Institute of India (EDII), Bhat , Ahmedabad
  6. Centre of Entrepreneurship Development (CED ) , Gandhinagar
 

All the above Institute shall play a key role in training while CLRI shall also play a key role in technical consultation for implementing the whole project in toto.

Simultaneously training programme it is proposed to take up the activities of up gradation of cooperatives societies in consultation with CLRI which is planned in a phase manners i.e. year wise.

Under the project marketing aspect is also covered through visit at leather fairs at Delhi , Kolkata or elsewhere within the county and International leather fair at Chennai for market research and participation in exhibition cum sale within the country and outside the country also for marketing of the products. It is also proposed to open show room / outlets within the State and out side the State for marketing the products of all cooperatives on permanent basis.

It will be taken care that while selecting a cooperative for upliftment a criteria of minimum 80% beneficiary are from BPL families. Considering the above facts around 37400 leather workers (approximately) will be benefited under this special project. In addition to this thousands of unorganised leather workers will also benefited.

Simultaneously the remaining BPL leather workers around 30,000 in organised sector and thousands of leather workers of unorganised sector will also benefited by awareness of training , upgradation of skill , new designs, product development, diversification and new market also. And this whole process , project will change the leather scenario of Gujarat drastically

It is proposed that the ownership of all the assets created under this project would be of GRIMCO and GRIMCO will charge a token lease rent from the cooperatives o up to their financial stability and they start making profit . Thereafter they shall pay market rent to GRIMCO.

GRIMCO will complete the project timely and within a stipulated period as mentioned above for which GRIMCO shall be rewarded by performance bonus and the failure shall attract a penalty.
